The main focus of the Elementary Education Pilot Project is to test the feasibility of replicating the ‘Community Strengthening’ activities from BEDP’s Community and Primary Schools Capacity Building Program. The pilot project is located in Simbu Province.
The Simbu Elementary Education Pilot Project is based on a recommendation from the Review of the PNG Basic Education Development Project 2007. Three key issues were addressed when the pilot program was considered:

Within the next two years, BEDP conduct a pilot program in two provinces to run cluster workshops for four people from each school: the school Head Teacher, the BOM chairperson, and two BoM or P&C members, of which at least two out of the four shall be local women leaders respected in their community |

The results of this pilot program be analysed, evaluated and used to inform the design and implementation of school community level capacity building activity in new programs of assistance to the Education Sector |

A small grants scheme for DWFs be designed, implemented and evaluated by BEDP over the next two years, with a view to its continuation in some form in future AusAID support to the Education Sector |
The objective of the pilot is to strengthen community participation and school infrastructure management in elementary schools.

An initial PPIT/PEB Stakeholders awareness workshop and community awareness activities on the Elementary Pilot and Elementary education issues. (radio, posters, etc.) |

Training Elementary Trainers/Standards officers and District Women Facilitators (DWFs) at a Provincial Elementary BOMF workshop where they are provided with the skills to conduct a set of activities that include: Elementary school roles and responsibilities of BOM, LLG, District, Province and NDoE; ‘5D’ and SIM community focus group sessions, and school planner enrolment projections that will help the Elementary schools they are responsible for to prepare Data surveys and School Action Plans (SAPs) (NB. A simplified 3 Yr SIDPs will be prepared during Yr 2 school visits); HIV/AIDS community Awareness; and School community Inservice plan activities (SCIP) as part of their elementary School Learning Improvement Plan (SLIP); etc. |

The collection of data (Elementary School Baseline Data -ESBD) and an elementary school priority form for Elementary Block Grants (EBGs) that will be a pre-requisite for the allocation of Block grant items. (see attached forms) |

Providing BOM roles and responsibility capacity building materials to the Elementary Teachers in Charge to use with their respective BOMs; |

Providing a modified School Infrastructure Management booklet and flipchart for Elementary BOMs/TICs. A modified Elementary NIG booklet will also be provided. |

Training in use of Elementary School Community Inservice Plan (SCIP) materials (facilitators’ booklets and flipcharts.) NB. Dr Ikupu to prepare a booklet/Flipchart on the Elementary School Philosophy. |

Identification of a women leader at each school cluster (School Community Facilitator – SCF) to support the TIC and BOM Chairperson in School Community Iinservice Plan (SCIP) activities in each elementary school. |

A 3 day workshop attended by LLGEO, ET, DWF TOT and DEA with each LLG to develop LLG Education Plans based on School SAPs/3 Yr SIDPs for all the elementary, community and primary schools in the LLG that will be referred to the District Joint Planning Committee and the DEA to use in preparing District Education Plans as part of District Development Plans. |

A 2 day District Education Planning workshop be held with the 7 District Education Officers in Simbu to develop District Education Plans for all the elementary, community and Primary schools in their District that will be referred to their District Joint Planning Committee and the PEA to use in preparing Provincial Education Plans. |

An annual review workshop of the Elementary Trainers and DWF (EBOMF) teams. |

The preparation of bi-annual M&E National and Provincial baseline and annual reports on the data collected from the elementary schools and is maintained in the NDoE SIMO office. |

That the Elementary BOMF teams would consist of all the Elementary Trainers/SO; and that they would be accompanied by a DWF to the schools in their language or geographical zone. |

That women leaders called School Community Facilitators (SCFs) would provide support through a set of structured activities (based on the BEDP CS/PS activities) to the various Elementary School communities; |

That the Elementary Trainer and the DWF would both speak the language of the school communities they visited; |
 |
That the DWF ‘TOT’ and ET would conduct cluster workshops for their SCFs at a central primary school. (TIP or LLG as appropriate) |

That most of the community training would be in the vernacular (ie. The need for diglot booklets and flipcharts), |
 |
That the elementary BOMF teams would make only two annual programmed visits to selected school clusters. (NB. The pilot will only cover the 1st school visit followed by a review workshop.), |

That the SCF, BOM Chairperson and TIC of each elementary school will receive modified SCIP training at a cluster workshop by their respective BOMF team at their cluster base primary school. |

That the elementary ‘SCIP’ capacity building activities will be then carried out at the school. |
 |
That BEDP and SIMO will process the Elementary baseline and annual data forms in the same way as the community and primary school forms are processed. |
 |
That instead of grants/funds being provided to Elementary schools, selection will be made from a ‘shopping list’ of items that will be delivered to each school as part of the aid assistance. (see attached) |

That the LLG and District Infrastructure Education Plans would be part of (chapters) of the LLG and District Development Plans |
